CNMC Investigation into Spanish FBO Market – Corporate Statement and Call to Action for Affected Operators

We acknowledge and welcome the announcement made by the Spanish Competition Authority (CNMC) on 24 October 2025, initiating infringement proceedings against several companies operating in the Spanish Fixed-Base Operator (FBO) market. The investigation concerns alleged anti-competitive practices such as market sharing, price fixing, coordination of commercial conditions, exchange of sensitive information, and non-poaching agreements.

The Spanish FBO operator companies named in the CNMC’s investigation (Case S/0014/25) are:

· Air Taxis Handling, S.L.

· Aviapartner Spain, S.A.

· General Aviation Services, S.L.

· Mallorcair, S.L.

· Sky Valet Spain, S.L.U.

· United Aviation Services, S.L.

· Universal Aviation Spain, S.A.

It is important to clarify that the events under investigation are understood to have occurred prior to our acquisition of a majority stake Sky Valet Spain on 16 May 2024 from Aéroports de la Côte d’Azur, a company that was at the time and still is a strategic asset of the Mundys Group. At the time of the alleged conduct by CNMC, our group was neither a shareholder nor involved in the management or oversight of the company. Any such conduct would have been under the sole responsibility of ACA Holding SASU, its board of directors, and its executive team of that time period.

We fully support the CNMC’s efforts to uphold competition law and will cooperate transparently and constructively throughout the process. Our group remains committed to the highest standards of corporate governance and regulatory compliance.

In light of the CNMC’s investigation, we are calling on all operators—including those based in the European Union, the United States, and other international markets—who may have been affected by the alleged cartel practices in the Spanish FBO sector to join us in a class action initiative in Spain, the EU and the United States of America.

 

We believe that collective legal action is a necessary step to ensure accountability and to protect the integrity of the executive aviation market. Aircraft Operators and private jet owners who have used FBO services in Spain and believe they may have been impacted are encouraged to come forward and participate in this initiative.
